On-chain components
Every contract ElgoraHub calls into, and the account that controls them. New bounties pin the current pointer at creation; open bounties keep whatever they were created with, except the submission guard, which always applies live.

Owns ElgoraHub. The only account that can change any value on this page — fees, recipients, windows, contract pointers, pause — through the owner-only setters. Ownership transfers in two steps.
The core contract. Holds every bounty's escrow, records Submissions and Guardian Verdicts, and releases funds on settlement.
The ERC-20 every bounty is funded and paid out in. Fixed at deployment; 6 decimals.
Decides how an awarded bounty's pool is split between claimants. The current scheme pays the whole pool to the single winner.
Admission check run on every Submission — for example, a cap on how many Solvers one bounty may admit so the roster is never asked to review an unbounded pile.
Address allowed to call settle() first, during a grace period after consensus. Unset (zero address) means settlement is open to anyone immediately.
The only address that can add, remove, or replace Guardians on the roster.
Receives the accrued protocol treasury fee. Whoever holds this role claims the entire accrued pool, past and present.
Receives the accrued Guardian fee pool across every settled bounty. Whoever holds this role claims all of it.

Time Guardians have after Submissions close to record Verdicts. Added to the Submission deadline to set the settlement timeout; the deadline for revising a Verdict is halfway through.
After consensus and the judging deadline, how long only the coordinator may settle before settle() opens to any caller.

While paused, ElgoraHub rejects new bounties, Submissions, Verdicts, settlement, and claims. Only the owner can pause or unpause.
Whether the owner can still pause the contract. Once disabled it can never be re-enabled — the natural end state as the deployment decentralizes.
When any owner-set parameter above was last changed on-chain.

Guardian roster
The Guardians every new bounty is judged by. At least a two-thirds majority of them must record the same outcome before a bounty can settle. Each publishes an encryption key that Solvers use to deliver private work for review.
